- ffmpeg now seems to handle them correctly for wmapro

daf1f3721e ffmpeg: fix xma hang on seek 
- affects a few files that hang forever on loop
- probable related to internal encoder delay bugs

f84e40e924 ffmpeg: disable XMA skip hack for now 
- ffmpeg should now handle internal per-frame encoder delay, but doesn't do it correctly in all cases

- uses fuzzy matching for +-1 PCM samples

- compiled with VS2019 (since old DLL used MSVC too)
- version n5.1.2
- removed unused config and included binka
- removed XP support
- comments in config txt
- has some crash bugs (to be improved in later commits)

- version 1.3.7 (vorbis) + 1.3.5 (ogg)
- removes vorbisenc code for smaller DLL
- optimization flags for slightly improved performance
